Reasons to Oppose Home Rule


City Managers are expensive!

It’s like paying for two Mayors, where one does the work and the other is just a figurehead.

Extra Powers

City Managers under Home Rule may be granted “further powers and duties” than what a Mayor has. SDCL ยง 9-10-15(10)


They want to silence the citizens, by “reducing” our representatives on the Council and hiring an unelected City Manager.

Backroom Deal

The City has had no in-person public meetings, and once passed, they can change meeting procedures and times – all to keep us in the dark

Iron Fist

Home Rule allows Cities to impose any law not prohibited by our state Constitution or laws, from mask mandates to lockdowns.


They say this about local control, but this isn’t from locals. The Home Rule committee head is a Texan while another member is from Meade County.
